Mr. Qiao retired in February 2007 as Chairman of the State-Owned Properties & Investment Management Company of Haidian District, Beijing. He was formerly a Committee member of the Central Commission for Discipline Inspection of the Communist Party of China (CPC), Beijing, and he served as Secretary of three important committees: the CPC Haidian District Committee, the Committee for Discipline of Haidian District of the CPC, and the Political and Legislative Affairs Committee.
Prior to holding these positions, Mr. Qiao was the Vice Principal of the Party Committee, the Vice Advisor of the Office of Commission of Haidian District, and the Advisor of the General Controlling Office. Prior to holding those positions, Mr. Qiao was the Vice Secretary and Executive Vice President of the Party Organization of the People's Court of Haidian District, Beijing.
